Sheff Wed Confronts Major Issues, Says Football Regulator

'We are going to be a part of football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's current difficulties constitute a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in such situations, its new chair David Kogan has stated.

During an extensive discussion, the chairman, who was recently selected, showed understanding towards supporters of the Owls.

The chairman convened with four fan organizations representing the football team in recent days.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in spring months caused limitations by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a local institution that has been part of their lives in many cases.

"I have absolute sympathy for the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an particular organization, an specific proprietor, without being able to work with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"There's an enormous amount of money entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of England. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in the past.

The 68-year-old provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any form of political activity."
