19 of the Russian's 21 championships have been won on hard surfaces
A resurgent Medvedev won his initial trophy for nearly 30 months with victory over Frenchman Moutet in the Almaty Open title decider.
The athlete, a ex- world number one, has endured a difficult year, managing just a single victory at the big events and undergoing a meltdown at the New York tournament.
His unpredictability on the professional circuit - and difficulties with his service game in specific - led to him exiting of the elite rankings and ultimately separating with long-time mentor Cervara.
Now working with his coach and his other coach, he has gradually progressed in the past month - climaxing in a closely contested 7-5 4-6 6-3 triumph over opponent Moutet.
This marks Medvedev's initial championship after the 2023 Rome Masters and initial on a hardcourt after that period of 2023.
Success also means he has won twenty-one victories at twenty-one distinct events.
"This marks the first occasion I have attended a competition with my both daughters at once, so to win a title is particularly special," commented world number 14 Medvedev.
"This championship is in dedication of my child her name, because the first title I won when my older daughter my daughter was delivered was for her."
Medvedev, the former major winner, had lost his last six title deciders, including in Halle previously this season.
The player's defensive strategy and frequent outbursts on the playing surface had prompted some to doubt if his capacity to perform at the elite level was finished.
But the player has altered his approach in the last few weeks, striving to come to the net and play positively, reinforced by an better service.
He fought back from a disadvantage in the first set against the tricky opponent, taking four of the last five points to gain the advantage.
The pair traded breaks in the middle set before the challenger, bidding for his initial tour title, gained dominance to create a third set.
Moutet defended 4 early chances in a close final set before Medvedev won the break to that score to serve for the match.
Suitably, Medvedev secured the title with a rally at the net, with the Frenchman unable to control a shot after two hours and 38 minutes.
